PROGRAM EVALUATION
BC Government
- Directed the evaluations of major Canada-BC Economic Development Programs including the Travel Industry Development Subsidiary Agreement (TIDSA), Small Business Investment Subsidiary Agreement (SBISA), Agri-Food Regional Development Subsidiary Agreement (ARDSA) and Forest Resources Development Agreement (FRDA).
BC Ministry of Environment
- Evaluation of the Transfer Payments program for Air Quality and Climate Change
- Evaluation of BC Parks service delivery model
BC Ministry of Advanced Education
- Directed the evaluation of the effectiveness of the BC Government’s Work Based Training Program. This $30 million program was implemented through five private sector and non-profit agencies over a period of three years.
Investment Agriculture Foundation
- Evaluation of seven government industry agricultural initiatives funded by the Agri-Food Futures Fund.
OPPORTUNITY EVALUATION AND SELECTION
BC Ministry of Agriculture and Lands
- Developed a new methodology for the evaluation and adjudication of Crown land applications based on qualitative factors
Forest Renewal BC and Forest Innovation Investment
- Assisted in the solicitation, evaluation and selection of forestry research grants from researcher proposals using ProGrid’s innovative Language Ladder process.
BC Government
- Directed the solicitation, evaluation and selection processes to engage management consulting firms to undertake some 26 separate but concurrent engagements using ProGrid’s V-Select and Language Ladder process.

- Preliminary assessment and selection methodology to enable a national government to choose the international and community-based sporting and cultural events which would best match its goals and aspirations on the world stage.
WORKING WITH FIRST NATIONS GOVERNMENTS
Government of Canada, Indian and Northern Affairs Canada (INAC)
- Since 1998 we have held a Standing Offer contract, renewable every three years, for program and policy evaluation services in Western Canada.
- Review of the Canada-Yukon Bilateral Agreement to assist the Government of Yukon to implement its obligations under eleven Yukon First Nations Self Government Agreements negotiated in 1995 to 2006.
- Evaluation of the Yukon First Nations Self-Government Secretariat for INAC and the Council of Yukon First Nations. This work involved the participation of the Chiefs and implementation staff of the 11 Yukon self-governing First Nations and the Grand Chief of the Council of Yukon First Nations.
- Eight community case studies in Western Canada in connection with the national evaluation of the social, infrastructure and developmental impacts on BC First Nations communities of the provisions of Bill C-31, Changes to the Indian Act. Summarised the results of over 40 such case studies conducted throughout Canada and reported the findings to INAC. The report comprised a major component to the Report of the Minister of Indian Affairs to the House of Commons on the Implementation of Bill C-31.
- Evaluation of the experience of BC and Alberta First Nations in the use of Alternative Financial Transfer Arrangements (FTAs).
- Performance management framework for the Treaty-Related Measures program of the Federal Treaty Negotiation Office, Indian and Northern Affairs Canada.
- Evaluation of the BC Capacity Initiative and the federal Negotiation Preparedness Initiative, both programs designed to assist First Nations communities enhance their capacity to negotiate treaties and to carry out treaty consultations.

Network Environment for Aboriginal Research (NEAR BC)
- Developed a strategic plan and evaluation program for this aboriginal health research network funded by the Michael Smith Foundation for Health Research

- Developed qualitative evaluation methodology, using the ProGrid® process, for evaluating the performance of charitable foundations.

- Developed qualitative evaluation methodology, using the ProGrid® process, for evaluating student assignments and major projects for a university MBA program.
DATA PRICING AND DISTRIBUTION
Provincial Governments
- Developed and wrote the policy and pricing rules for the inter-ministry pricing of digital spatial data. Was co-opted to the provincial Land Information Strategic Committee for the duration of this engagement.
- Costing, cost accounting and pricing analyses to support government sales and transfer pricing policies for government digital mapping products.
- Evaluated the BC Government’s $90 million Terrain Resource Information Management Program (TRIM) spatial data collection and management program on three separate occasions during its implementation to satisfy Treasury Board conditions for continued funding. TRIM program data is the data of choice for resource management, land use, infrastructure and forestry applications in the province.
- Data pricing, marketing and distribution studies for BC Ministry of Environment, BC Ministry of Forests, BC Assessment, Alberta Environmental Protection Ontario Ministry of Natural Resources and the BC Ministry of Sustainable Resource Management.
- Directed the development of a Remote Sensing Strategy for the Government of BC.
Government of Canada
- Developed data packaging, pricing, licensing and royalty policies governing the distribution of digital mapping data by Geomatics Canada, Natural Resources Canada, Statistics Canada, the Surveyor General of Canada. and the Canadian Geographic Data Infrastructure (CGDI)
